I may not be asking this internet question correctly but...?
Since our internet infrastructure is mostly copper and fiber and the only thing that ties us to ICANN is the fact that ICANN is there and in place, would it not be possible to come up with a different addressing scheme say hex based using 4 quads per address e.g. ffff.ffff.ffff.ffff or some such and just call it ip/usa, conform our high level domains to use ip/usa exclusively and cut out the rest of the folks that want to be bad actors? of course all our programs dealing with the web would need to be modified, but what is worse kissing bad guy butt or being proactive and starting on a plan now!
