whats a good reputable publishing company?

I am almost finnished with my first manuscript and now need to start looking for someone to publish it for me. does anyone know anything about this kind of stuff? I have been conversing with "Tate Publishing" but they want nearly 4000 dollars and I dont have that kind of money to fork over. they said they take payments and they might be able to get "Dr Tate" (whoever that is) to reduce the price. does this sound legit to you? do you know of other companies that are for sure legit that you could recomend?
any other ideas that might be helpful

P.S. they said they only offer their contracts to 4-6 percent of the people that submit manuscripts to them and that my book is readable and marketable and that's why they are offering to me, but if i remember correctly, they offered the contract to me, the barley 24 hours after i sent it to them. they said they will pay for everything except a publicist which they require. the publicist is what costs the 4 grand i guess...
