is net neutrality more about throttling internet speeds than blocking access to sites?

Cable TV does not have net neutrality so without the internet will be the same as cable. You will have to pay a lot extra to get Netflix for instance, like HBO costs more if no net neutrality. The ISP's want to charge a lot more for certain content and they can't because of it. Speeds are throttled whether there is or isn't net neutrality. There is only so much bandwidth. At peak Netflix is taking up 70% of the bandwidth. This slows everything else down.
