Can my laptop be too weak for internet browsing?

That is only a single core processor with low cashe memory and a basic video card. I would use Firefox not chrome and disable both Flash and Java for quicker surfing but you probably won't want to do that. Use an adblocker that will limit the amount of flash advertising hogging bandwidth, but having say more than 2 tabs open with flash running will cause you problems, that hardware is not good enough to play full HD, maybe just 720P I would disable all programs your not using or starting with Windows.
