Could be a scam. Don't trust whatever phone number he gave you to call him back. Call their tech support line if you wish to call.

If you do call them back and they say you need to pay them anything or give them any personal information, it is a scam.

If it really is the ISP, tell them you have a lot of people in the household and use a lot of streaming media. You have unlimited throughput, so tell them that.
If you run torrents, try letting it run unlimited from midnight to 6 AM, and choked to 100 kbps at all other times.
