They know you are downloading torrents. They know every website you go to online. But if someones bandwidth is always maxed out and you are downloading torrents they will call you and give you a warning. Which you got. If they are the only ISP in your area stop the torrents or they will refuse service to you. You should also get more bandwidth if they have that option so you are not "maxed out" all the time.
