Are those iPhone selling sites like Quibids legitimate?

Quibids is what is referred to as a "Penny Auction". Where as they are not a ripoff per say, but more of a gambling website. For each "bid" of a penny, it will cost you a dollar to buy that bid. Your gambling that it will land on your penny bid when the timer expires. So if the item sells for 10.00 on Quibids, bidders collectively spent 1,000.00 bidding on this item, and the reason that they can sell this items "90% off retail". The rules are cleary spelled out and so its not a scam, but if you dont read them its your loss.
