Difference between Blocked vs deleted on skype?

Deleted: "?" sign saying will be displayed, with a message "the person has not shared details with you”. Additionally, if you right click on their username, the option to “resend the contact request will be displayed or included in the menu”.

Blocked: The user contact will be displayed but offline regardless of their real online status. The message that you will send will not be delivered, If in case you will send the message the circle next to the message will be displayed.
