Yes they'll still charge you the listing fee if you end it early.

You won't pay the commission though on the bid, you only pay that if the item sells.

You have a number of charges with eBay

Listing Fee - This is charged the minute you list the item

Extras fee - this is charged for any extras like super gallery, this is also charged the same as the listing fee when the auction starts.

Commission - this is only charged when the item is sold and is based on how much the item sold for

PayPal charges - this is charged by PayPal/Ebay for accepting the payment for the item and is only charged when the item is sold, this charge is reversed if a refund is sent.

PayPal bank charges - this is charged (again!!) by PayPal/Ebay to move your money into a bank account.
