Cheap prepaid smartphones at walmart?

When you sign with a prepaid plan it will come with a certain amount of gigabytes of data internet for your cell phone each month. You will need to pay for the plan monthly. However the cell phone can connect to Wi-Fi so that the apps can run like instagram, kik etc and not use your data plan.
