The maker of the backlink generation tool SEnuke has a recorded webinar on dealing with Google, advising you create backlinks with remove-ability in mind, one strategy was to link to disposible urls that redirect the the actual target page.

It's painful, but the best solution is to get the link removed at the site doing the linking. More often you have to just change the url of inner pages suffering low quality links and start the backlinking process for that page afain.

Links to your home page are much more troublesome, some advise only making quality links to your domain name.

Demonstrating to Google an effort to shed these bad links alone may help getting things restored. Google also has the form for disavowing backlinks, (saying you do not want it), that you can claim some competitor may have made to sabotage your site.
