He has no relation to you or your daughter and given his behavior - ignore him, and please don't let you daughter spend any time with him.

Block all his email accounts, block his Facebook, cut communication/contact completely

You guys don't owe him a thing and especially not a second chance

I would still go to the police and explain what's going on so they can give you proper advice about how to handle the situation.
