Why Can't I Change My Avatar?

I know how to change the picture under My Profile, yet every time I try to change it for the past two weeks it says that Yahoo is under maintenance. It then states, "try again later". I've even tried to not go with an avatar, but it says the same thing.

Is Yahoo still under maintenance? Do other people have the same issue or is it just my account?
