The words you are looking for are "rape culture." And you are not alone in your frustrations, you are right on point putting the blame on the media and the police who fail to take rape reports seriously. However I have to correct you when you are blaming young people for rape because they put up sexual pictures.

Rapists are influenced by the media which normalizes rapey behaviour.
Scenes in movies of women softly saying "no... stop. we can't do this." and the man continues anyway. That is normalizing rape. That teaches people then when someone says "no" it's okay to continue. Or that if they don't fight hard enough it's okay to continue. Or if they're drunk and cannot defend themselves, their body is a public free for all. Or if they're drinking and you roofie them it's okay because, they shouldn't be out drinking anyway. And so on and so forth.

So if someone is posting nude pictures of themselves online or texting nude pictures to someone that is not a large blinking sign saying "Rape Target." NO ONE. IS DESERVING. OF RAPE. We do not BLAME the victims of rape. We blame the rapist.

It does not matter how provacative someone is appearing to be. If someone decides to stay at home instead of going out and drinking then their rapist just ends up raping someone else. See how that works? Rapists are gonna rape. None of their victims are more deserving of rape than another. (Btw rapists have been known to break into homes so it literally DOES NOT MATTER what you do to avoid being a target.) The media has cultivated a generation of people who have a very poor understanding of consent, these monsters are EVERYWHERE. With the logic of "they put themselves at risk" we are suggesting that EVERYONE just stay home, be modest, stay away from alcohol, and let the rapists choose other victims. It doesn't matter how many people take precautions, rapists will find victims.

Children do not drink. Children do not put sexy pictures up online. So how is it that we have child molestation and child rape? Because rapists. Rape. Plain and simple. Taking precautions is irrelevant. They WILL find their victims regardless of what you do to try to keep safe and modest.

The time has come that these people should be held accountable. We don't need to talk about victims anymore we need to talk about the rapists and publicly eliminate them by turning rapists into social outcasts so there's an actual consequence to being one. These days on the news, rapists are held up as promising atheletes, successful business men, etc.
