What is the best free or low-cost way to make a website for business?

I am looking for a way to make a website. I know there are a lot of companies that advertise this for free, but not sure if this is any good. Additionally, I would need to be able to put a lot of photos on the site since this has to do with photography. So, is there a company that helps you set this up, where the site would be available through a search engine, and if so, what is a good option?

How can I incorporate Paypal into the site?

I would need to be able to receive emails with photos in them, or direct the people to my own email for these purposes.

I am looking for a site builder that worked for you, not a friend or family member to do this for me. What worked for you, what details did you like about the program you used, and I don't just want a link you are going to give me without pertinent details included. What did you like about it?

Still looking for more answers. I know lots and lots of people make websites. What business website have you created and what did you use to make it? Did it load easily? Did it draw customers? Did you use Wordpress like the other person, or did you use something else??
