Best way to go about it is to reward people for liking your page either by some discount offer or some form of contest on your page with a decent prize (a good mobile phone in your case). You will need some promotional apps to do that. There are various apps out there with varying functionality. All such apps work on the 'fan-gate' principle, that is people can see but not get at your offer until they like your page.

In addition to that you would then need to tell people about your promotion. You should publicize it on your own company website, add links in your emails, and can also revert to publications and media in your area. The best method however is always Facebook Ads which can also target age-groups and areas. Depending on your selected coverage, Facebook Ads are reasonably priced. Still over a month-long campaign the cost could become considerable so you need to set a budget for the campaign.
