It depends on what you're looking to do. Is this a casual blog being created just for fun, or something you're going to take seriously as a business?

If you're looking for something casual and easy to use, stick with Tumblr or Blogger. There's no software to setup, and you won't have to do any upgrades -- a third party takes care of everything for you.

If you want a serious business website, go with Wordpress.org, a hosting account and a domain name. You'll be able customize every facet of your site, and this is the way to go if you want to be taken seriously if you're a business owner.
