You would need both, unless you were going to do the hosting on your own server machine, but you would need a static IP and a machine left on 24 7 and your ISP would probably make you buy some special package if your bandwidth usage got high enough.

So yes I would recommend getting both, but hosting companies like godaddy and 123-reg and so one (there are loads of them) make it pretty easy to do.
