How can somebody "invent" the internet?

How can somebody "invent" the internet?
Somebody COULD come up with a network standard and create their own network with wires, but anybody can do that (with money). The idea of hooking up computers is the same as the idea of hooking up a HHD to a motherboard. So how can one be considered the inventor of it all?
