My advice would be to target both.

Look at it like this, SEO is an investment for the future and better rankings where you can get hundreds of thousands of clicks for very little money. Now if you look at Adwords, you pay per click, this won't guarantee a sale, all of the message son your site need to be right so to create the right customer journey.

SEO - Long term investment
Adwords - Short term plan
