I think as you are new.
If you know a little bit of PHP and some other programmings and you can spend some money then I will recommend you wordpress
and if you want just experience and you want a good thing for free and for learning then you should go for BLOGGER.
as I am also having a blog on blogger its quite good. as you can see hear http://www.theindependentindia.com
