Yes, but I would not advise it considering how little it costs. You can get a domain name for about $10 a year and decent hosting does not have to cost much more.
Then, you can use free Wordpress as a site builder.
With free sites, you do not have full control and there is no guarantee that the provider might not take down your site someday.
