VPN connect requires internet connection?

No connection, no VPN. VPN rides on top of a network. VPN means you can safely access remote computer resources, but those resources don't need to be on the Internet, they just have to reached from the endpoint of the VPN. VPN is a tunneled pipe to a location.

VPN is not to access the internet, although people use it to hide their real location.

Cell modem or 3/4G mifi? Tethered cell phone?
