VPN connect requires internet connection?

VPN = Virtual Private Network. In my case, I have an internet connection. On top of that is an encryption layer. What is being encrypted is a standard TCP/IP packet for work.

So, in my case, the purpose is to get on to the work network over the internet in a secure fashion.


Packet layout is big and like this

Netbios/Netbeui (sharing in windows)
TCP - work network
IP - work network
VPN/Encryption
TCP - internet
IP - internet
