You'll need a computer that meets these minimum requirements:

And you'll need an Internet connection. If you have both of those, the game can be purchased here:

http://us.battle.net/wow/en/shop/game-purchase/

You'll get 30 days free, and after that you'll either need to purchase game cards or setup your monthly billing using your bank account, paypal, or a credit card.
