SEO content writing is a professional service. The only way to verify that the professional is good at they do is to ask for references. Ask the writer to provide you with a list of past clients detailing the nature of the job and the results expected e.g. (did the website improve in ranking?)
Call/email a few references and verify. This should tell you whether he/she is good or not.
Personally, I have found that the best way to hire an SEO writer is to visit an online marketplace and invite writers with excellent reviews and a long established history of satisfied clients. This way you cannot wrong.
