Contextual backlinks from high quality, related, trusted blogs work best.

So for example, let's say there's a Dutch blog about eCommerce. Let's say the blogs has been around 10+ years, it has lots of natural backlinks, ranks for several related keywords, and Google trusts the site.

If they write a post about eCommerce, and link to your site, that one link would be worth its weight in gold. It would probably be 1,000,000 x more effective than 1000's of spammy blog comments, social bookmarks, etc. You really only need a few of these links to rank.
