Google doesn't even look at the meta keywords tag, and a growing number of SEO firms are no longer using it either. If you still want to use it, I would use a maximum of 5 keywords/phrases in the tag.

Meta description - No more than 150 characters or it will get cut off anyway.

Page title - I personally keep it to a max of 65 characters, but I think you can go to about 70 and still be okay.
