In general, I would NOT bid $10 per click if you're looking to advertise with ad sense. The economics are not in your favor. If you had a better way to monetize the click, it could be worthwhile.
You may not be in a segment (device, geography, etc...) that is receiving the ads but that does not mean that they are not running to anyone. I'm not sure to what extent that content network bids affect search bids.
