Some internet service providers can limit the amount you download based on how much you pay. They can do this either by just cutting you off when you reach your monthly limit, but usually they just have extra charges.

One system I know of would charge you for an additional set amount after you exceed your allowed amount. Say, for example, you downloaded some big files and browsed the internet a lot and reached 30 gigabytes in 3 weeks out of the four for which you are paying. You will then be charged for another 5 gigabytes as soon as you used more than 30. When you used any more than that extra 5 gigabytes, you would again be charged more for the next 5 and so on.

So, ISPs usually aren't blocking the people they limit, but will instead charge disproportionately higher amounts of money for data after a predetermined allocated amount has been exceeded per pay period.
