You probably are hit by an algorithmic penalty, they don't tell you if you're hit by an algorithmic penalty.

Google Webmaster Tools only shows you MANUAL penalty information. I suggest you do a audit of your website and make sure all the links are from websites that Google still trusts. Make sure they are still ranking on Google and that they are not selling links. Also make sure that they aren't breaking any of Google's guidelines.
