Thats Because you Can Not Register For a Account From the Computer you Have to Have a Iphone ipod Touch Or Android In Order to Have One And you have to Get the App As Well

if you Dont Have One of those Devices Than you Can Not Get a Instagram

Even if Someone Else Registered For you you Would Not Be Able to Add any Pictures or Anything to your Account you Can Only Add Things From the App On your Phone
