Its like u pretend your dynamic Link as static link
For eg.
http://www.abcd.com?id=45&&cat=new

to http://www.abcd.com/45/new

This give a boost in search engine ranking

This is normally in built in Content managment system like blogger,wordpress etc.


For Custom code you may use .htaccess
