Have you read Google's Search Engine Optimization Starter Guide (PDF format) that Google released last Nov 12 on their official blog? It could give you a better idea of how to optimize your site with Google

Yes, Google is very picky as to who you link to. They don't want people gaming their system, exchanging reciprocal even 3 or 4 way links to boost their pagerank. They want you to get links the natural way -- because you've got such great content that other websites will want to link to you voluntarily.

It's not easy. But hey, people keep gaming their system. So they have to step it up and put in new algorithms that will stop their gaming, making it even harder to get to the top of their rankings

Links is only one part of the equation. In the last webmasters chat of Google, they mentioned that their algorithm has about 200 factors, one of which is pagerank. They did not say of course what those factors are, but suffice to say that links is not the be-all and end-all of Google
