The figure quoted is NOT a download or upload speed. It is downstream and upstream bandwidth. The upstream bandwidth will be typically around 1/20th to 1 /10th the downstream. But there s a large overhead required to support downloads or uploads. It needs to maintain the connection, it needs to verify data integrity and retry if any part of a packet gets damaged or lost, and send continuous ready to receive and received/wait signals. Obviously for uploads this is a very large part of the overall bandwidth gone before anything is moved. The only alternative is to subscribe to SDSL (Symetrical) rather than ADSL (Asymetrical), which os not avaialbl in a lot of areas, and typically is MUCH lower in downstream, but then the same bandwidth upstream, or you could subscribe to dedicated data line which is also identical down and up, but starts at much lower bandwidths, and costs about 4 to 5 times the amount of the slowest ADSL for the minimum service.
