I'm in a condo on an HOA board, and "emotional support dog" prescriptions get written up left and right to bypass "no-dog" clauses all the time.

That being said, make sure that the housing allows _emotional support_ dogs, which are different from _service animals_. Service animals are protected by disability laws, and can go into restaurants, and just about anywhere. Emotional support dogs don't have the same protection.
