Yes, but when her husband gets deployed, or is working away from the base, it can be tough, and I certainly think considering she is a military wife that an emotional support animal could be just the thing she needs when she isn't sure her husband is coming back. I would consider it fraud if she was claiming to be disabled, not if its for emotional support.
