Turntable set up not working?

I suspect that along with a stretched belt, there is a cartridge and tracking force setting issue here.

First, watch this (or other) videos on YouTube that should help make sure all parts are in place...

I strongly suspect that the tracking force is set so high that the cartridge is bottoming out, and stalling the platter (which likely does have a slipping belt). I always clean belts in hot water and dishwashing detergent if they aren't badly stretched when I restore a turntable. Melv H has posted a good link for the 23.6" belt your turntable uses.

Something just tell me that the balance weight is either not even installed - or it is fully forward. We don't know which cartridge you have as back when this turntable was new, the purchaser had to buy the cartridge separate to suit their needs (play older scratched record and want reduced noise vs. playing perfect records and wants the best detail). Even a heavy DJ cartridge should not stop a turntable in it's tracks (no pun intended) when setup right.

Setup the turntable, paying attention to the tracking force. The anti-skate is simply set to the same setting as the tracking force. At the minimum, wash the belt and if it falls loose, order a new one. If all else fails, take it to a repair shop for setup. When I worked at a bench tech, we replaced cartridges and adjusted turntables for very cheap as a favor to customers.

PS - I see you don't have the ground wire connected to the ground screw next to the phono input. Do that to reduce hum. Some cartridges aren't picky, some will hum like mad.
