motion blur app or something?

If you want blurred motion, you need a camera that is fully adjustable and that is NOT an iPhone

Here are two samples of the same subject.

One is shot using a high shutter speed to stop the motion of the vehicle and water spray

The other is shot at a low shutter speed and the camera was panned with the subjects movement to create the blurred look of the images.

In both cases camera technique was used, NOT an app.
