internet speed test says 24mbps but download speeds never exceed 3mbps. Why?

This is the normal things that internet speed start in Megabits That is why the internet speed is much faster.
And downloading speed starts in Megabytes That is why the download speed is slow in compare of normal internet speed.
You should see your plan again. Actually I am using 5 MBPS internet speed and 1 MBPS download speed, It means it depend on your internet plan....
