Distribution of anything for which you do not own the copyright would require either a license or a willingness to take the risk of being sued and having to prove the defense of qualifying under one or more statutory exemptions.


Saying you do not own something you copied and distributed merely proves you intentionally infringed the copyright of those who do own it, which allows the copyright owners to sue for five times as much money. 17 USC 504.

You have to assume anything you find on the internet (or anywhere else) is copyrighted unless you can prove its copyright has expired or that it never had one (e.g., works of the US government).
