Google used to offer different plans, some of which were on a monthly basis instead of per click. It may have changed, but it is worth looking into.

Other than that, try contacting individual sites that you want to advertise on and ask how much they would charge you to put up a banner. Be creative and try to think of sites that attract consumers similar to your customer base.
