Here is how it works,
Every time you try to go to a web page or download a file, your Internet browser requests that content from a remote web server be delivered to your device via HTTP, HTTPS, FTP, etc. All of the web content including the source code, formatting (CSS), graphics, flash content, etc. must be requested via the home modem or gateway's connection to the Internet service provider's routing equipment. The ISP monitors all traffic, both up and down between their equipment and your device. When you reach the monthly data limits the ISP can shut off your connection (few do this), throttle your connection to a slow speed, or charge you overage fees. Various Internet plans are sold with specific speeds (Mbps) and monthly fair usage limits (data caps).
