How can my boobs grow??!!?

So I am 15 and in year 10, I am a skinny girl and always have been, I also find it very difficult to put on weight. In grade 6 my boobs developed the breast buds under the nipples and have stayed like that for 5 years and still sore and tender. My mum says just to wait but I don't think this is normal. I got my period halfway through last year and in all of the books about puberty and things breasts were supposed to be one of the things that came first! I have tried massages, pressure points, drinking loads of water, healthier diets and I just don't know what else to do. I am super self conscious about this and it makes me feel like less of a lady and that no guys will ever take an interest in me. If you have any suggestions at all I would love to hear. Thank you
