Slow internet connection even though i have 16mb connection?

Connect the Broad Band to the System in the Upstairs. Add a Second Network Card and Connect a cable between the Upstairs and downstairs computer. Now enable internet connection sharing. Now all the data would go through the computer in the upstairs.

Still need help get back to me.
