It would help if you could mention the context in which you found it.

It *could* be an Icelandic "galdrastafur" - which might make people erroneously believe it is "Viking" - but I cannot find it among the 100-150 most known ones.

It could be a modern magic sigil. Those are personal, so if it isn't mentioned somewhere how it was made, you will never find out.
