I am an expert in SEO, as I have three websites ranking 1 on Google for my top keywords.

Your website must be well keyword optimized and easy to access (both to humans as well as search engine spiders), but this is only small part of SEO (although very important). The big part is getting links. Link exchange is good way to get links, but you won't have many quality sites willing to exchange.

The best way to get high PR links is to buy them. This is the way to get PR7, PR8 and even PR9 links and these links will guarantee you top SE positions. Article writing and submitting is a good and free way to create lots of one way back links, but you must spin your articles to avoid duplicate content.

You can do all this by yourself, but it will take you many months before you will be able to see some difference. If you want to be successful than do it the right way and avoid free stuff & resources. The best SEO tools and resources costs some money.
