I do not believe it. Any SEO that states that is lying and you should not promote him like that. Even Google WebMaster guidelines will state "any SEO that promises top rankings for any given phrase is not to be trusted' Your 'SEO' does not own Google and so such a statement in its self makes me very concerned.

Instead, you need him to promote his web site...and if he can get any keyword ranked then I would assume his own site would be number 1 on Google for every single seo phrase there is......

Sorry, do not mean to be rude, but as an SEO consultant, things like this being prompted by another seo just burns me. I wish them much luck
