There is no official way to do this, but it is definitely possible.

If you have Windows 8 or newer: http://apps.microsoft.com/windows/en-us/...56f32478e7

Otherwise the only way to do this would be to run an Android emulator via the SDK and get the Snapchat app on there. This would not be difficult, and I would help you get it setup if you want.
