I haven't tried Vine but I use Instagram since I prefer photos than short videos, so I go for the latter. I know IG has a new video feature like Vine, but I think it's still about photos. If you have a thing for short vids, then go for Vine. Vine has better vids of course since it started with that field in the first place.
